OPERATIONAL GUIDELINES FOR UPCOUNTRY COMMUNITY COUNCIL
February 2010

ARTICLE I     NAME
The organization, recognized by the Amador County Board of Supervisors on 3/20/07, shall be named “Upcountry Community Council”

ARTICLE II     DEFINITIONS
a.‘UCC’  or ‘Council’ shall mean the Upcountry Community Council
b.‘Member’ shall mean all Amador County residents or businesses within the geographical areas included in Article IIc below who represent homeowners associations, road associations, business organizations, and residents.
c.‘UCC Geographic Area’ is generally illustrated in the attached maps.
d.‘Voting Member’ shall be any member as defined above(Article II b.).
e.‘Operating Year’ shall be January through December of each year.

ARTICLE III     PURPOSE AND GOALS

UCC is acknowledged by the County and will serve as a forum for UCC residents, business and organizations to identify and address common issues and concerns.  It will educate the community concerning governmental affairs and it will facilitate interaction with local, state and federal government agencies and other entities in resolving community issues.

The Council goals are to:
*Promote policies and actions that will guide decisions on future growth, development, conservation and other issues in the Upcountry Communities in a manner consistent with the goals and quality of life desired by Upcountry Communities;
*Provide a forum for discussion and resolution of local issues;
*Provide a closer relationship between the County and the community;
*Increase Upcountry Community involvement in the UCC.

ARTICLE IV   OFFICERS

The Officers of the UCC shall be a Chairperson or Co-Chairpersons, Vice-Chairperson and Secretary.  Such Officers shall be nominated by the membership at the September meeting and shall be voted upon at the October meeting.  Officers shall take office at the January meeting.

Officers shall hold a term of two years.  No officer may hold more than 2 consecutive terms.  If an officer resigns, the membership may elect an interim officer to hold office until the next scheduled election for that officer is held.  Any officer choosing to resign may do so by written notice.

Any Officer may be removed, with no less than one month prior notice, by a majority vote of members present at the monthly Council meeting following the request for removal. 

In addition to the duties detailed below, each officer is expected to perform such other duties as may be appropriate.

  a. CHAIRPERSON(S) shall:
         *Preside at all meetings of the Council;
         *Call all meetings of the Council by sending meeting notice, agenda, and prior meeting minutes within 10 days of the meetings to all Upcountry residents and organizations currently on the list of the Council, and by causing a meeting. announcement to be included in local media several days prior to the meetings;
         *Appoint all committees, including standing committees and temporary, single-task committees after consultation with UCC membership;
         *Arrange for UCC speakers at Amador County Board of Supervisors meetings on issues relevant to Upcountry;
         *Be an ex-officio member of all committees;
         *Provide an annual report to members and the County Board of Supervisors.


b. VICE-CHAIRPERSON shall:
  
          *Be responsible for all duties of the Chairperson(s) in the absence or inability of said Chairperson(s) to serve;
          *Share duties of the Chairperson(s) as requested by said Chairperson(s).

c.SECRETARY shall:

*Take action minutes of the meetings of UCC.  For full details, meetings will be digitally recorded and saved.  All records shall be public and specifically transferred to subsequent change of officers.


ARTICLE V   RULES AND PROCEDURES

*Generally, the rules contained in ‘Rosenbergs Rules of Order’ shall govern the operation of meetings of UCC.
*UCC will strive to operate under the spirit and purpose of public open meeting laws.
*The Council shall routinely meet the second Monday evening of each month from 6-8pm at the Veterans Memorial Hall in Buckhorn.  The officers may reschedule or call special meetings when necessary.
*These ‘Guidelines’ shall become effective upon a majority vote of the membership at a meeting of the Council and may be amended by a majority vote of members present at any previously noticed meeting.  Any proposed amendments to these Guidelines shall be distributed to the UCC membership with the agenda prior to the meeting.
*The primary intent of UCC is to achieve consensus on any issue and to move forward accordingly.  If consensus is not reached on any agendized item at a UCC meeting, voting will occur with prior notice at the next meeting, to include creation of a minority position.

The UCC will be working on developing a community plan for the proposed Buckhorn Town Center which is part of the proposed, updated County General Plan. We will be forming a stakeholders group to include as many interested upcountry citizens and businesses as we may gather to develop our own plan for how our best future may look.

Hello Upcountry Citizens,

Happy Springtime to Upcountry Citizens!

I hope you have already heard about and plan to attend our regularly scheduled UCC meeting on Monday, May 14 from 6-8pm at the Veterans Memorial Hall on Buckhorn RIdge Road in Pioneer.  We will primarily be holding a candidates forum for the two people running for county judge, Jeff Seaton and Steve Hermanson.  Bring your questions to help you decide who you wish to vote for.

We will also spend some time, if we have it, discussing our further work on the community plan for the Buckhorn Town Center.  We will have both action steps to discuss and details for the July 9th potluck, to which we will specifically invite community businesses and citizens.

I have attached a proposed set of action steps for our completion of the Buckhorn Town Center UCC Consensus that we have been discussing and about which we will host a potluck on July 9.  Please review the very elementary action steps and let me know your thoughts/suggested changes at the meeting, assuming we will have time to discuss it.  Or send them to me via this medium.
